19 of the Russian's twenty-one titles have been achieved on hardcourt
A resurgent Medvedev secured his first trophy for over two years with success over Corentin Moutet in the tournament title decider.
The Russian, a ex- number one, has had a difficult season, achieving just one win at the Grand Slams and suffering a difficult moment at the New York tournament.
Medvedev's varied form on the tennis tour - and issues with his serve in particular - caused him falling of the world's top 10 and eventually splitting with long-time mentor his previous coach.
Now working with Thomas Johansson and Rohan Goetzke, the tennis star has gradually progressed in the last few weeks - climaxing in a closely contested competitive win over challenger Moutet.
This represents his initial trophy following the Rome competition and first on a hardcourt from March of the previous year.
Victory also means the Russian has achieved 21 titles at twenty-one distinct tournaments.
"For the first time I'm at a competition with my both daughters together, so to get a title is especially meaningful," commented world number 14 the champion.
"This championship is in tribute of my second daughter my daughter, because the initial championship I achieved when my child her name was born was for her."
Medvedev, the former major winner, had failed in his previous six championship matches, featuring in that event previously this season.
Medvedev's retrieving approach and regular outbursts on the playing surface had prompted observers to question if his capacity to play at the highest level was over.
Yet the 29-year-old has implemented adjustments in the last few weeks, making an effort to come to the net and perform aggressively, supported by an improved serve.
He fought back from a disadvantage in the opening set against the difficult Frenchman, securing 4 of the last five games to go ahead.
Both players exchanged breaks in the second set before the Frenchman, bidding for his maiden ATP Tour championship, gained dominance to force a final set.
The opponent saved 4 initial opportunities in a tight deciding set before Medvedev secured a break to that score to secure the win.
Suitably, Medvedev clinched victory with a rally at the front of the court, with Moutet failing to manage a shot after two hours and 38 minutes.
