Senate GOP Back Trump's Call to Replace Affordable Care Act

American senators are working through the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to end the standoff appeared to recede as Republican senators proposed a plan unacceptable to Democrats: eliminating the ACA, known as Obamacare.

Growing Impact of Federal Closure

The impact on US citizens from the longest closure of the US government in history deepened on Saturday, as federal workers went unpaid, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

President's Proposal from Florida Resort

As Saturday's meeting got started, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Support

Several Republican senators welcomed the plan, which is similar to a alternative for Obamacare proposed in 2017.

"We will replace this broken system with something that is truly better for the consumer," one senator stated.

Another senator commended Trump's suggestion on social media, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We must stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Democratic senators shared alarmed reactions to Trump's plan.

"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by the public and Congress."

Another senator responded to the censure of insurance companies by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Really? Then I applaud your support for universal healthcare."

Continuing Negotiations

The Senate adjourned without finding a solution, but Senate Republican leaders have indicated an openness to an emerging proposal from a small group of centrist lawmakers to end the shutdown in return for a later vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another path forward" after Republicans turned down an proposal to reopen the government and continue the payments for a year.

Another leading Democratic lawmaker persisted in arguing that Republicans should accept a one-year extension of the payments before discussing the future of the tax credits.

"Inaction is irresponsible because citizens will go into debt, people will lose insurance, people will get more ill," the senator stated in a floor speech. "That's what will happen if this Congress fails to act."

Political Situation

None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of eight Democrats to reopen the government, and the idea of repealing and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.

Some observers suggested that the core of such a plan would eliminate the ACA's mandate that carriers cover patients with pre-existing conditions.

After his golf outing, Trump returned to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the plan that was unsuccessful to secure enough support in 2017.
